剧情讲述了在深夜，红色紧急电话响起，市公安局被告之，在上海发现了正在追查的临海市九洲机械厂厂长张东海的尸体。负责人林笑海副局长顿感事态严重，张东海的死将意味着一个拥有上万人的临海市九洲机械厂陷入瘫痪，更可怕的是，全厂的资金不知去向，还拖欠了工人半年的工资，人心浮躁，社会矛盾一触即发。。因犯規被罰出場的守門員布洛赫，在維也納街頭漫無目的地閒逛。他遇到了戲院售票員葛蘿莉亞，並跟蹤她到飛機場附近的荒涼公寓，卻莫名其妙殺了人。布洛赫逃到鄉間繼續漫遊，不時看報紙關注案情進展…。Framing StoryDr Martin (Robert Powell) arrives at a secluded asylum "for the incurably insane" to be interviewed for a job by the wheelchair-using, authoritarian Dr Lionel Rutherford (Patrick Magee).
